Another difference between Moshe and all other prophets was that all others could not voluntarily initiate a prophetic vision, but could only do so when Elokim willed to bring His Influence to bear on them. Moshe, on the other hand, could do so at will. He was given the ability to bind himself to Elokim whenever necessary, and thus experience a revelation. This is what Elokim meant when He said of Moshe (Numbers 12:7), “He is trusted in all My house.” Elokim likewise told Moshe (Exodus 33:19), “I will make all My good pass before you.”
