G-d Himself oversees all things, above and below, Roots and Branches. Every individual is dealt with according to what they deserve, in such a manner as to advance the perfection of Creation as a whole. G-d made specific conditions with all Creations. Everything in Creation was first asked if it wanted to be created and agreed. He also showed them that their fulfillment would require them to be involved in miracles at specific times. Then, when G-d willed it, it was decreed that these directing angels should suspend their function, and that the natural order be changed according to that decree.

When we speak of G-d’s Influence, we are speaking of the system and order that He desired to make use of in translating His Will into action. HaShem created a directing angel over everthing that exists in the physical world. He likewise gave each of these angels such a nature that it should remain at its post and sustain what is placed under its hand. It cannot be removed from its post, except through the system set up by G-d Himself.
