There are two totally different levels of prophesy. One is that of every prophet other than Moshe, while the second was the unique level attained only by Moshe. Elokim Himself makes this distinction when he says (Numbers 12:6, 12), “If there be a prophet among you, I, Elokim, will make Myself known to him in a vision…Not so My prophet Moshe.” Every prophet other than Moshe would receive his propecy through a vision or dream, as it is written in the Torah. Elokim states, “I make Myself known to him through a vision, I speak to him in a dream.”
