The mountains saw you; they trembled; the storm water passed; the depths gave forth their voice, He raised His hand high. The sun and moon stood in their place; they go to the light of Your arrows; with the gleam of the lightning of Your spear. The Ramban (on the first verse of Parshat Truma) tells us that the presence of HaShem in the Mishkon was identical to its appearance at Har Sinai. Thus it is no surprise that the light from heaven can take the form of lighting.
We need not to be concerned that Chazal call the phenomenon “fire” (and the verse in Yitro calls it “torches”), while we assert it is electricity. The law is universally acknowledged that we may not light and electrical light on Shabbat because to do so would violate the prohibition (vaYak’hel, Sh’mos 35:3).
You shall not light fire in all your dwellings on the day of Shabbat.
